Billy J. McCain

A native of Grenada         Mississippi, Billy J. McCain received his M.A. Degree in Administration from Delta State University, Cleveland, MS and a B.S. Degree in Business from Mississippi Valley State University, Itta Bena, MS. 

 

He has completed work in Master Executive Training at Texas Tech University and the NDEA Institute for Teachers of Disadvantaged Youth at Jackson State University, Jackson, MS.  He has also received extensive training in Leadership & Management, Division of Community Programs.

 

A Head Start and Community Action pioneer,

Billy J. McCain is a proven compassionate leader dedicated to the "War on Poverty", elevating the indigent in the Mississippi Delta and placing national poverty issues in the forefront of political thought and social policy.  He is the Executive Director of The Bolivar County Community Action Agency, Inc. (an agency with clientele ranging from preschool children to the elderly comprised of 30 plus programs designed to combat the central causes of poverty) and for thirty-six years he has upheld the position of Director for the Bolivar County Head Start Program.

 

Under girding his many accomplishments remains an everlasting drive to empower individuals to improve their lives through economic self-sufficiency.

About Us

 

Bolivar County Community Action Agency Inc., (BCCAA) is a Private Non-profit Corporation chartered in the State of Mississippi, June 16, 1965, for the purpose of providing work and education assistance to the impoverished of the Mississippi Delta in Bolivar County.  BCCAA is also a 501 (c) (3) tax exempt organization with a Twenty-one(21) Member Board of Directors composed of equal representation from the public, private and poor sectors.

 

The Agency's principal activities consists of carrying out Community Action Programs through grants received from the State of Mississippi Department of Human Services.  The Federal Department of Health & Human Services, the Mississippi State Department of Education and other governmental agencies.

 

As a leading program in the State of Mississippi, BCCAA provides a variety of services ranging from preschool child care to a senior companion program;  from a transitional and homeless shelter to a home buyer's program; from a youth adolescent offenders program to a mentoring and male participant program; from utility/rental assistance to an entrepreneurial training program.

 

Purpose

 

To develop and implement through direct sponsorship or delegation, programs that meet specific needs in the major areas of health, education, housing, outreach and community food services for those persons best characterized as poor in terms of economic, social, medical and/or environmental resources.

 

To offer programs which provide self-help opportunities for the enhancement of participant's own resources, capacities and aspirations for becoming and/or remaining self-sufficient members of society; and optimal growth and development of the preschool child and their families & continued independence and self-reliance of persons 60 years of age.

 

To improve the quality of life of the participants served through provisions of direct health services and education opportunities which are basic to primary health needs and through enhancement and support of existing health services.

 

To strengthen community capacities for planning and coordinating services so that local official organizations and individuals can be more aware of and responsive to the local needs of the target population served.

 

To assist in the identification of community needs and plan strategies to meet those needs through better organization of existing services and the implementation.

 

Serve the principal non-profit agency of Bolivar County for the solicitation of and contracting for the federal funds available under the Head Start Economic Opportunity & Community Partnership Act of 1974 and other federal funds which are directed toward the poor and the problems of poverty.
